I have a completed quest to hand in to Melyria Frostshadow who should be in Forest Song.

Unfortunately I cannot locate her.

Is this a bug please ?

Melyria Frostshadow should be located in Shrine of Aessina, where did you see it mentioned that she was moved to forest song?

The quest is called "The Howling Vale" and the quest text reads :

Go to the Howling Vale and study the Tome of Mel'Thankdris, then return to Sentinel Frostshadow at Forest Song image attached.

However, following your suggestion I went back to the Shrine of Aessina and yes she is there !
