Solar Flare (Wrath of The Lich King 3.3.5) / Procs broken

I noticed while playing that certain procs don't seem to be working (playing warrior, noticed bloodthirst doesn't heal and flurry never happens) I saw this on forums and wondered if it was related/same issue: https://www.getmangos.eu/issue.php?issueid=983
