Hi,
Yes these have been up since 2013 and officially are test servers but we never wipe them etc and do update them from time to time.
As for players there are some on right now.

Cosmic ray was updated Friday hopefully to resolve the stuck at connected issue

This has been resolved again, keep the reports coming in.
